The University of Barcelona is a public institution with the specific mission of providing the public service of higher education through research, teaching and innovation. Among its functions are that of cooperating with government bodies, institutions and other universities with the object of designing, participating in and executing plans and actions that might contribute to the advancement of science, the dissemination of culture and the development of society. The UB is also the principal centre of university research at a state level and has become a European benchmark for research activity, both in terms of the number of research programmes it condcuts and the excellence these have achieved. The University of Barcelona has more than 90.000 students, 10.000 of them from Europe and the rest of the world. Its position and history puts the University of Barcelona as one of the leading institutions of the Mediterranean.
As one of the most important Mediterranean Universities, the Univesitat de Barcelona has been historically linked to the region, enhancing and promoting the relationship between Higher Education and social development. As an important educational force in the region, the University of Barcelona has traditionally led the research in the region and has traditionally acted as a hub that, connecting science, research, and teaching with local and regional development and political debate. Moreover, the University of Barcelona participates in several European Commission funded projects in the region in many areas. Thus, the University of Barcelona has a demonstrated expertise in leading Mediterranean activities and consortiums in the region and counts with the support of its government to promote Mediterranean activities.
Euromed Permanent University Forum – Spain
The URV was created in 1991 by the Parliament of Catalonia from already existing university faculties and schools. From the very first day its aim has been very clear: to place knowledge at the service of society so as to contribute to the social and economic development of its environment. Social and cultural changes have opened the doors to a new framework in which our students and future workers are obliged to interact in Europe. URV trains professionals under the precepts of European harmonization, a key factor for opening the doors to a world without frontiers. URV provides 52 programmes of study in a wide variety of knowledge areas for over 12.000 students.

Since its foundation in 1991 URV has empowered the capacity building, the modernisation and the international cooperation in the Euromed region, specially in the ENPI South, through its commitments with the Barcelona Process and the Cairo Process aiming to create a EuroMed Higher Education Area. In this regard, URV has promoted the EuroMed Rectors Conference in 2005 with the support of the European Commission Jean Monnet Programme. Since its constitution, EPUF, composed by more than 100 EuroMed Higher Education institutions, has held its Executive Secretariat headquarters in URV. URV has also promoted the creation of the EuroMed Young Researchers Network and it is holding its headquarters as well.
URV has participated as lead partner in Spanish Cooperation Agency-funded project on Enhancement of Quality Assurance System in Egypt, in cooperation with Alexandria University. URV has also participated as a lead partner in the Tempus project Master Professionel "Gestion du Patrimonie Culturel et Naturel" (MPAT) and is currently participating in the Tempus project "Graduate's Insertion and Assessment as tools for Moroccan Higher Education Governance and Management" (GrInsA).

AlmaLaurea Inter-university Consortium was set up in Italy (University of Bologna) in 1994 to be at the service of graduates, universities and companies. It makes available reliable and updated
documentation useful to the government bodies for the policy making decisions on the higher education, it gives a feedback to Universities on their teaching quality and also part of this
documentation constitutes the online graduate’s CVs databank published both in Italian and English.
AlmaLaurea Consortium (AL), in 16 years of activity, became a highly qualified component of the Italian university system. It represents 60 universities, approximately 70 % of annual graduates in Italy, 1.370.000 curricula vitae stored in a databank, 150,000 curricula are added to the databank yearly and they are updated by the graduates themselves AlmaLaurea’s uniqueness lies in having created an integrated system able to guarantee documentation completeness (universities make available information on their entire student body), periodic (the surveys are taken at regular intervals), well-timed (year after year, a ‘snapshot’ of the universities’ internal and external performances may be obtained) and bring it up to date (curricula vitae are updated with the graduates’ professional data).
AL aims at monitoring the quality of the educational processes of graduates as well as their occupational conditions and and at facilitating the matching of demand and supply of qualified labour.
AlmaLaurea has made a strong commitment to internalise its services, the international relationships are concentrated in Europe included Eastern Countries, in the Mediterranean Basin, Sub-Saharan Africa and Latin America. AlmaLaurea is a member of international organizations such as: Networks EUNIS, FEDORA, REFLEX project research group (VI framework Programme) and cooperate with Magna Charta Observatory, Bologna Promoters, Coimbra Group.
In 2005 AL developed as coordinator the European project EAL-NET (e-TEN Programme, C517404, 2005-2007) in France, Hungary, Poland and the Netherlands. From 2009 AL is coordinating the Graduates Insertion and Assessment Project (GrInsA/Tempus Programme 159238-TEMPUS-1-2009-1-IT-TEMPUS-SMG) based on quality assessment and support the employability of Moroccan graduates.

Universitat de Illes Balears –Spain
The Universitat de les Illes Balears (UIB), a public institution created in 1978, is the only Higher Education institution in the Balearic archipelago. Its origins can be traced back to the XV century. The UIB is a modern and multidisciplinary University providing higher education to 14.000 students annually. Through its Faculties and University Schools it offers over 40 university degrees in the areas of experimental sciences, legal and economic sciences, health and behavioural sciences, social sciences, humanities and technical teachings; a wide range of official postgraduate programmes (25 master and 19 PhD programmes), summer courses and many other lifelong training programmes. The University Campus is set in a privileged environment and offers students a wide range of services and facilities.
The UIB has become consolidated over the years as a prestigious research institution (6 Research Centres) at national and international levels. Its highly specialized technical staff and numerous
laboratories, equipped with cutting edge technology, attract researchers and students worldwide seeking the UIB’s high standards of quality and scientific knowledge.
The UIB is actively involved in national and international networks (Asociación ORION, G9, AUIP, CINDA, EPUF, TETHYS, etc.), and is year after year the chosen destination of faculty and student exchanges through programmes such as ERASMUS, SICUE-Séneca, DRAC, CINDA, CIEE, ISEP, AVERROES (Erasmus Mundus External Cooperation Windows, the UIB is a partner), Bilateral Agreements and Visiting Students.
The UIB habitually takes part in the calls that the Spanish Agency for International Development Cooperation (AECID) makes each year, normally obtaining funding for 5 or 6 projects with Latin-American universities and funding for a similar number of projects with North Africa*. The UIB has also been a partner in some TEMPUS projects and in one Asia-Link. Naturally, it also has experience in research projects funded by the EU, as part of its Framework Programmes.
*Within the framework of the AECID programme, the UIB and the University of Cairo developed in 2008 the project “Acción complementaria sobre interfaces naturales basadas en visión para dispositivos móviles” (ref. number B/016677/08).
The UIB has also developed in 2008 other AECID projects with the University of Bejaia (Algeria) – this project has been renewed in the 2009 call -; the Univeristy of Jordan for Science and Technology (Jordan) – this project has been renewed in the 2009 call -;the University Abdelmalek Essaâdi (Morocco); and the Institut des Régions Arides –IRA (Tunisia).

University Montpellier 1 is a pluridisciplinary university with 8 faculties: Law, Economy, Administration, Medicine, Pharmaceutical Sciences and Biology, Odontology, Sports and two institutes:
ISEM in Management and IPAG preparation to admistrative career and 22, 000 students enrolled in 2009/2010. With its tradition of hosting a large number of international students (4,000 in 2009/2010)
the university is fostering the mobility of its students, professors and administrative staff. The university Montpellier 1 participates in 198 international exchange schemes together with
universities all over the world among them with 139 European Universities. The University Montpellier 1 has for centuries been active in the international academic community. It is a member of the
Latinus Network involved in the Roman culture and of the Coimbra group a network of historic European Universities.
The Université de Montpellier 1 has a long and recognized tradition of collaboration with the Mediterranean countries. In particular, the UM1 has being actively participating in EC founded projects and in regional projects and it has been working during the last years to improve the mobility of students and researchers among the Mediterranean region. One of three major policies characterized the UPVD, first a blend of Mediterranean policy partnerships, sometimes folded, with OCDE countries, particularly the Iberian Peninsula and Italy and with the Maghreb countries, considered as a whole, and the Middle East. The UPVD is Member of EUA (European University Association), Member of EPUF – EuroMed Permanent University Forum, Cofounders of the Euro-Mediterranean University (EMUNI) and member of AUF. The UPVD has close ties with Senghor University of the Francophonie (Alexandria).
L’UPVD signed on 22/01/2010 the PRES Perpignan – Transborder Mediterranean constitutive Convention, a Pole Research and Higher Education created around the Catalan border : the five founding universities: UPVD, Girona, Balearic Islands, Lleida, Pierre et Marie Curie, Paris for its ocean Observatory of Banyuls-sur-Mer. A third of students enrolled in UPVD are foreign born and more than half of them come from the Mediterranean basin. In addition, UPVD has signed international agreements with many institutions in the Mediterranean basin that led to the establishment of incoming and outgoing mobility but also agreements and joint supervision of joint degrees.

Princess Sumaya University – Jordan
Princess Sumaya University for Technology (PSUT) constantly endeavours to become a state-of-the-art university within the framework of a modernised productive Jordan. It aspires to be a true
knowledge production factory, a hub for research and researchers and centre of educational excellence. To serve this purpose, PSUT has established the King Abdullah I School for Graduate Studies and
Scientific Research in 2004 in order to promote scientific research in the different fields of communication and information technologies (ICT). A number of modern and flexible master programmes,
which offer superb research training along with a strong and up-to-date curriculum, have been launched with a major emphasis on encouraging curiosity and innovativeness among students to lay a
foundation for them to acquire learning ability and adaptivity with the fast changing world.
PSUT has emerged in the past five years as a centre of excellence in ICT education, research and innovation and a model of the future university in Jordan. It was established in 1991 as a non-for-profit academic arm of the Royal Scientific Society (RSS), which is considered as the only comprehensive applied research centre in Jordan. PSUT has a long track record in scientific cooperation with Europe in a number of FP7, Tempus and Erasmus Mundus projects and with close links with many European universities. PSUT strives to become a nucleus for a modern Jordanian knowledge industry, which actively animates the process of socio-economic and cultural development locally, regionally and globally. PSUT aims at supplying Jordanian, regional and global societies with technically and scientifically qualified ICT graduates and with solid applied research work. PSUT has been actively involved in the eLearning domain where it has led an initiative to promote online engineering in Jordan.

The Virtual University of Tunisia – Tunisia
The Virtual University of Tunis (UVT), a public institution created in January 2002, has the principal mission of the development of courses and programs of university education on line for
Tunisian universities. By definition a multidisciplines university, UVT’s mission is to provide its students with training for a profession adapted to the needs of the scientific, socio-economic
environment as well as to the national and international needs. At present, the UVT offers 8 educational programs 4 of which are professional masters (in Applied Perspective and Neuro-Radiology),
training in view of licences and cross- cutting training (C2i, English, Entrepreneurial Culture, Human Rights ). All of the types of training provided by UVT are accredited by the Tunisian Ministry
of Higher Learning, Scientific Research and Technology. Today, UVT caters to a diversified public, especially composed of students and employees, enrolled to follow initial or continuous training.
UVT is entrusted with the coordination of the different activities related to training in-absentia with the other universities within the framework of an integrated mechanism which unifies the
efforts and means of all parties in a way that on-line teaching could be an adjunct to higher learning in attendance. In this manner, UVT provides the other universities with: – the training of
trainers in the use of ICTs, digital pedagogy and scenarization, – Interactive multimedia digital teaching units with auto evaluation along with on-line teaching spaces provided on the Moodle
platform, centres of access and centres for tele-conferencing and laboratories for digital production, -technical and pedagogic assistance.
Since its creation, UVT has endeavoured to establish links with European and Mediterranean universities. Moreover, the UVT had actively participated in EC projects related with to Euromed network.
